Jennifer Miles established the lobbying and government relations firm of Miles Consulting, Inc. in 2003 and continues to serve as the Senior Partner. The company began using the trade name of Frontline Public Affairs in 2016. Under her leadership, Frontline Public Affairs has grown in size and reputation. Jennifer is an accomplished lobbyist with 20 years of experience, with an emphasis on health care and human services policy issues. She is widely recognized as a budget expert in these policy areas. Her successes include passing legislation and budget items related to:

• Tobacco tax and tobacco settlement
• Medicaid and CHP+ expansion, eligibility, enrollment processing, and reimbursement
• Colorado Clean Indoor Air Act (indoor smoke free law)
• Safety net health care provider reimbursement, funding, and operations
• Health care workforce issues, including training and loan forgiveness programs
• Health and behavioral health practice acts
• Health insurance regulatory issues
• Clean syringe exchange programs to reduce disease transmission
• Oral health, public health, environmental health, and maternal and child health

Jennifer is also known for her ability to explain complex issues and the legislative process, making her a popular speaker. Prior to establishing the firm, she served for 9 years as Director of Public Policy for the Colorado Community Health Network, the state association for Community Health Centers. She also served as a Policy Analyst for the National Conference of State Legislatures. She holds a Master’s Degree in Social Work (MSW) from the University of Denver as well as a Bachelor’s Degree in Sociology and Political Science from Tulane University.


Diana Protopapa, Partner of Frontline Public Affairs, has worked in the legislative and regulatory arena since 2000 as an accomplished lobbyist, political strategist, and grassroots mobilizer. She is well known for her ability to get complex legislation over the finish line based on her strong relationships with elected officials and collaborative approach with key stakeholders. Diana’s successes include passing legislation or budget items related to:

• Securing funding for substance abuse treatment
• Medicaid reimbursement increases for providers
• Funding and reforms for the mental health care system
• Health insurance reform and regulation
• Scope of practice of health and mental health professionals
• Practice Acts for health professionals
• Electronic health records and health information exchange funding and support
• Workers’ compensation and professional liability insurance

Prior to joining Frontline Public Affairs, Diana worked at the Colorado Medical Society for 10 years, serving as Director of Political Affairs and Education. As head of the Colorado Medical Political Action Committee, she led fundraising and political outreach campaigns. Early in her career, she also held policy and lobbying positions with several not for profit organizations. Diana holds a Bachelor’s Degree in communications from Kent State University and a Master’s Degree in Social Work (MSW) from the University of Denver.


Rebecca Meyers joined Frontline Public Affairs in 2012 as an Associate. Her experience includes grassroots mobilization, policy analysis, program development, grant writing, campaign experience, and political networking. As a new lobbyist, Rebecca has quickly established a reputation for her passion and hard work. Her lobbying successes include legislation related to:

• Mandatory reporting of abuse and neglect of elders and at-risk adults
• Funding to hire social workers in the Public Defender’s Office to work with youth

In addition to her lobbying and policy duties, she is responsible for client communications and firm operations. Rebecca has over seven years experience as an Intake Caseworker in Child Welfare, and additional experience working with low-income families involved with substance abuse, mental health issues, and homelessness. Rebecca served in the U.S. Peace Corps as an HIV/AIDS Outreach Coordinator and Program Development Specialist in a rural village of South Africa. She holds a bachelor’s degree in psychology from the University of Montana and a Master’s Degree in Social Work from the University of Denver.


Adeline Hodge joined Frontline Public Affairs in 2016 as an Associate. Her experience includes policy analysis, research, government affairs strategy, lobbying and political staffing. Adeline’s lobbying experience includes the following areas:

• Streamlining license pathways for the mental health workforce
• 72-hour emergency mental health holds
• Renewable energy
• Retail food establishment licensure and inspection
• Suicide prevention
• Increasing access to effective substance use services
• Workers’ compensation and mental health
• Law enforcement
• State alchohol beverage laws

Adeline has over five years of experience in clinical mental health. She has worked with children and families in inpatient psychiatry, residential treatment, and the Denver Public School system. She also served as legislative staff for a Colorado State Representative. She holds a Bachelor’s Degree in Psychology and Sociology from Boston College and a Master’s Degree in Social Work (MSW) from the University of Denver.
